Project Name:
 Downtown Stockton Marina and Promenade

Location: Stockton, CA

Description of Project, Scope of Work Performed:

This in progress design-build project consists of the development of a new marina in Downtown Stockton, California. Power Engineering was responsible for assembling a team of engineers to complete the design of the project, completing the permitting process with both local and state agencies, and negotiating with the City to complete the construction work. Work includes removal of an existing marina, pile driving, new floating docks, new architectural concrete promenade, all site utilities (storm water, electrical, sewage, TV/phone), new public art, and a new bathroom building.

The design process was to take drawing provided by the City from 30% to 100% in less than four months, utilizing an “over-the-shoulder” process. We submitted 60% drawings and continued design while the 60% drawings were being reviewed by the permitting agencies. Comments received on the 60% drawings were incorporated when we submitted the 90% drawings, and again going from 90% to 100%. This was accomplished by strict coordination with our design consultants and close communication with the permitting agencies and the owner. There are multiple critical milestones on the project related to obtaining funding and our ability to meet these milestones is one of the reasons we were selected for the project.

Typically Power Engineering performs ninety percent of the work on a project. However, on this project we teamed with a larger group of subcontractors than usual, choosing to utilize as many local businesses as possible. This resulted in our subcontracting approximately forty three percent of the job. We maintained control over the project’s overall quality and schedule by self-performing the critical path items and utilizing local subcontractors for supporting tasks.
